The development of management in Russia is todayone of the priorities of managers of various types of business. Not all entrepreneurs manage to manage material and human resources competently. Unfortunately, most small businesses do not pay enough attention to the basics of business and economics.
Today there are two important management problems in Russia.
First, the real state of the domesticof the economy is very different from the conditions in which Western management principles have originated, but which the Russian economy is guided by. The essence of this problem is in the chosen tool for solving it. In other words, domestic economists do not take into account the fact that using the experience of Western European countries produces a result that is largely different from what is expected.
Secondly, the development of management in Russiais associated with such a problem as the lack of conformity with the proper level of competence of modern enterprise managers. This fact can lead to incorrect decisions in management. Until recently, the category of executives was formed from specialists who showed themselves as professionals in previous positions. And, reaching each new level, they continued to move along the administrative ladder to the highest management positions.
The problem of management is that, having taken a managerial position, the manager remains a narrow specialist without elementary skills of management of the personnel and the enterprise. That is why, before making certain decisions, the manager needs to obtain a minimum set of knowledge based on the study of minimum practice with adaptation to the Russian economy.
One of the typical mistakes that makemanagers - the complete exclusion of oneself from activities that are aimed at creating a management system. Basically, managers believe that by taking on the manager's work, the task was fulfilled to the full. Therefore, the construction of effective management becomes the concern of only one specialist with complete indifference on the part of all personnel. With this approach to managing the organization, it is difficult to achieve certain successes.
Also, to all that has been said, we can add thatthe development of management in Russia is accompanied by problems such as employment management, bank management, crisis management and application of information technologies in management. The most important in achieving the effectiveness of this field of activity is to correctly prioritize the solution of the problems described above.
For a better understanding of the essence of management, it is necessary to consider the stages of the development of management in Russia.
This industry has developed since ancient times. The intensification of managerial views on management dates back to the 16th century, which is characterized by the elimination of federal fragmentation and the unification of all markets into a single whole.
A significant contribution to the history of management madeCatherine II in the 18th century. To improve the management system, Russia was divided into 50 provinces, headed by governors. At the same time, each of the provinces was still divided into several counties (an average of 10-15).
The development of management in Russia continued under Alexander I. In the 19th century, the establishment of ministries was carried out, and further reforms were carried out, such as peasant, zemstvo and urban.
In the early 20th century P. Stolypin proposed reforms in the sphere of zemstvo self-government, which assumed the use of various electoral systems and the elimination of the class hierarchy in public administration.
It was in this direction that the further development of management in Russia continued, the effectiveness of which still depends on state management.
