The scheme of 2014 is now adopted in the form of a base in the implementation of the above-mentioned large-scale construction. Let's take a closer look at this CCCT project.
First of all, we need to talk about the main reasons that contributed to the emergence of the very idea of the Central Ring Road. The scheme of 2014 will allow you to understand the main prerequisites.
For a long time the problem of a very strong loadroad transport of roads in Moscow, as well as those routes that serve directly to ensure transit traffic flow through the city. Congestion causes frequent traffic jams on various sections of the highway, as well as increased wear on the roadway, which in turn causes a need for frequent unplanned repairs.
Just the question of redirecting the transportflow from the Moscow Ring Road and federal roads to other routes of communication and gave rise to the idea of the Central Ring Road project. The objectives of this project can be easily understood only by looking at his plan, which we will consider in detail below.
At the official level, the idea of the construction of the Central Ring Roadhas arisen in 2001. Then there was the first road project approved by the Government of Russia. Initially, the construction of the highway was planned to begin in 2011. But for a number of reasons at the end of 2013 there was not even an approved construction scheme. In this regard, in the same year, Russian Prime Minister Dmitry Medvedev asked to speed up the process of preparation for the construction of the Central Ring Road. The scheme of 2014 was to accelerate the pace of implementation of this project. Therefore, after its development, many believed that the construction will begin almost immediately. In August 2014, there was even a capsule, which indicates the beginning of the work. This event was attended by senior leaders of Moscow and the Moscow region. At the same time, preparatory work began, the construction of service lines for the first section of the route, but before the construction of the roadway, the matter did not reach.
Even in 2015, the construction of the road and notbegan. Then it was announced that the beginning of construction is postponed to February 2016. However, the deadlines for the completion of the construction of the Central Ring Road have so far remained unchanged. The construction of the road was planned to be completed by the beginning of the World Cup in 2018. But due to the constant postponement of construction and the economic crisis that Russia is currently experiencing, the deadline for the project was postponed to 2022-2025. Nevertheless, plans remain to close the ring by 2018, and then only work will continue to expand the number of bands. That is, in fact, the first cars will be able to drive along the road by the beginning of the world championship in football.
At the moment, the only thing that has really been achieved on the road to the realization of the construction of the Central Ring Road is the approved scheme for 2014. It will be the subject of our study.
Who will be implemented in the construction schemeCKAD 2014? Avtodor will be the main curator of the project. It is this organization that conducts a tender among potential contractors and chooses the most worthy ones.
The original developer of the first sectionRoad was appointed "Stroygazconsulting." But, given that in 2014, so virtually nothing was built, in 2015 Avtodor changed this contractor to Crocus Group and Mostostroy N6. It is also known that the developer of the fifth section (CKAD scheme, 2014) Avtodor appointed the company Koltsevaya Magistral LLC.
Naturally, the implementation of any project is impossiblewithout adequate funding. At present, it is decided that the receipt of funds for the construction of the Central Ring Road will be carried out both from the state budget and through attraction of private investments.
The total cost of the project is estimated at about 350 billion rubles, but due to the devaluation of the national currency and the emergence of unforeseen costs, it can significantly increase.
There are also rumors in the society about cases of misuse of funds allocated for the project.
Now let's consider the main technical characteristics of the route, which provides for a new scheme of the Central Ring Road of 2014.
The total length of the route should be529.9 km. The number of bands will vary from 3 to 8. In addition, the construction of a separation barrier is proposed. On the usual sections of the route, the maximum permissible speed will be 80 km / h, and at high speed - 140 km / h. But for travel on the last motorists have to pay money.

The project of realization of construction assumesthe presence of five launching complexes. The first one will be divided into two sections of the CKAD (scheme 2014). Section 1 will have a length of 49.5 km. Its beginning is expected in the city center of Moscow Domodedovo, and the end - in the Narofominsky district of the Moscow region. The site will also run through Podolsky district of the Moscow region and Troitsky district of the capital. It will be intersected by such highways as M-4 "Don", M-2 "Crimea", A-110 Kaluga Highway and A-107 MMK.
The second section of the Central Ring Road will begin at the junction with the fifthstarting complex and will extend to the second launch complex at the intersection with the Minsk highway. In addition, he will cross the Kiev highway. Its length is 68.5 km. It will run through Narofominsky district of the Moscow region and Troitsky district of the capital.
The total length of the first launch complex will be 118 km, and, according to the initial plan, its construction should be completed by the end of 2016.
The second start-up complex will start from the finalthe first point at the intersection with the Minsk Highway and will last until the Moscow Ring and Tuchkovo settlement on the Central Ring Road (scheme 2014). The Ruza district, which includes this settlement, is thus also included in the system of this road. The track at the second launch complex will intersect with the Volokolamsky and Leningrad Highways. Its total dyne will be 100 km.
The construction of this launch complex will begin later than all others (in 2018), and the date of its final completion has not yet been determined.
The length of the third section of the Central Ring Road will be 105.3kilometer. It will be located between the fifth and fourth launch complexes. He will join the latter at the junction with the Gorky Highway. In addition, the route of this complex will intersect with the Yaroslavsky and Dmitrovskoye highways. It will run all the way across the territory of the Moscow region, not crossing the line of the city of Moscow.
The construction of this section of the Central Ring Road is planned to begin in 2016, and to be completed in 2018, but both periods can be shifted upwards.
The fourth launch complex will run between the firstand the third. The beginning of it will be at the intersection with the Gorky highway, and the end - on the Kashirskoye highway, where it will join the first launch complex. In addition, this site will have an intersection with the Ryazan highway.
The total length of the route of the fourth launch complex will be 63.6 km. Like the third, this section of the road will completely pass through the territory of the Moscow region.
The period of construction of this part of the Central Ring Road is planned for 2016-2018.
The fifth launch complex is the shortest. The length of it is only 76.0 km. It starts from the junction with the first and adjoins the third section, intersecting with the Kiev, Minsk, Volokolamsk and Leningrad Highways, and closes the Central Ring Road (scheme 2014). Istra district is the last administrative entity, along which the route of this complex passes.
On the fifth launch complex of the highway the mosta long stretch of a non-stretch free site. You also need to specify one more feature of this segment of the CKAD (scheme 2014). Zvenigorod, through which it passes, is one of the few settlements that lie directly on the road road. Most other localities, she leaves aside.
The construction of this site was planned to begin in 2015, and completed in 2018. But, due to the shift in terms, the work will begin only in February 2016.
Thus, the implementation of the project of the Central Ring Road will allowsignificantly relieve Moscow's routes, as well as other bypass roads of the capital, which will significantly reduce the number of traffic jams, increase the speed of transportation and contribute to lowering the level of road wear.
It is also planned to introduce a fare on the highways of the Central Ring Road. This helps attract private investors to the project, and in the future will serve as an additional source of budget replenishment.
But if it was originally planned to completethe construction of a highway by 2018, but now these terms are revised in the direction of a significant increase. At the moment, the planned completion of all works is indicated by a date not earlier than 2022-2025. However, the ring part of the Central Ring Road is planned to be put into operation before 2018. After this, there will be a continuation of the construction of the second launch complex before joining with the Moscow large ring, as well as the increase of lanes on the already operated sections of the Central Ring Road.
