In the period from 1971 to 1997, Sergei Ilyich took up the improvement of the government country house. The artist-decorator at that time worked in the municipal enterprise "Zelenstroy." It was under his leadership that a garden was created in honor of Russian-Japanese friendship, as well as a truly unique corner of wildlife called "Phyto Fantasy." With the collapse of the Soviet Union, this picturesque place became the only official Russian government dacha located on the Black Sea coast.
